Too many Cookies

Bye, but I’m don’t undestand some thing.
How can I block the navigation until user accept policy?
Adsense generate a very HIgh number of cookie and often with new cookies.
Now I’ve counted more than 80 differrent cookies when I visit site.
I don’t understand how manage this things.
