That sounds like a network configuration issue of some kind. Does your hosting allow PHP scripts to send outgoing HTTP requests? Are any relevant PHP features like CURL (curl_exec) or fsockopen disabled?

Since every attempt to check a link fails immediately instead of timing out or producing an error code, it has to be something on the server itself (e.g. a firewall or a broken DNS configuration).
