Tokens allocation not working

Hi, I do not want non-registered users to ask more than 10 questions in a day. So in settings, I allocated 10 tokens for non-registered users with a reset interval of 1 day.

I tested this myself in incognito mode as a non-registered user. It gave me error of “You have reached your token limit” right on the first question. I even changed the IP and checked again in new Incognito but it still giving same error.

What am doing wrong?
