Speed Booster Pack Toggle is not working

I am not sure exactly what happened but I am not able to toggle any of the options at all. The General options are open/toggled down by default so I can modify them but all of the others (“Exclude Scripts…”, “Change default..”, “Still need more speed?”, etc…) will not toggle so I can modify options in them. I checked them all. I was going to only use minify HTML in W3TC and use this plugin to handle the CSS but I cant access the CSS in the “Still need..” section.

I have W3 Total cache installed but I have followed the video settings mentioned to make it so they work with each other and also tried disabling W3TC, deleting and reinstalling them both. Using theme Sistina v191.
