to define that activation will be allowed for anyone

    Is there a way to configure that running certain CRON jobs will be allowed for anyone to run it, and will not require administrator permission?
    It is not about editing the jobs, but only about activation.

    Not at the moment, no. In the future I might do some work on custom capabilities that would allow this, but there’s no firm plans.
