Tiny MCE: Second bar missing

I’m pretty new to wordpress and can’t figure out this problem.

The second bar in the TinyMCE is missing. You know, the one that allows users to adjust font size, etc. It’s missing for 2 of the blogs I’m helping maintain (this was kind of thrown on me), but not for the others. I’m not sure what’s wrong, and I didn’t see any posts on this particular issue in my search.

Any help you can give is appreciated.
