Timestamp links

I’ve migrated a Joomla website to a WordPress development website. I have been on Vimeo video settings as well as looking at replicating the functionality that is displayed on https://divorcetoolbox.com/about/media-reviews where individual timestamp links jump in the video to the timestamp place without reloading the page.

Is there a way I can do this with this plugin?
