time zone of form submitted time

when viewing the entries in the back end, the submitted time is in local time zone, however, after exported the entries and view it in the excel the submitted time is displayed in the UTC time zone, which is 10 hours different from my local time zone.
How can i change it to display it in the correct time zone in excel?
