Time Zone follies — getting users in multiple time zones to see the right thing

I have an event, specified as 12:30pm in the “Floating” time zone. This sits on iCloud, but that’s likely irrelevant as it’s just caldav. I’ve confirmed that this is floating time zone, and all looks good in iCloud.
We have a calendar feed that works to pull in the caldav published iCloud calendar. But, when the events come in, they are marked by ai1ec as “pacific” time zone. This is because the server is in Pacific (as indicated by the Time Zone on the settings page).
I would like the event to show up at 12:30pm in whatever time zone is looking at it — after all, that’s the notion of the “floating” time zone. This also means that when we go to the event on the WordPress site, it also displays as 12:30pm.
Some additional information.
* I’ve tried to set the time zone in settings to “Choose your timezone” (e.g., unspecified). It goes to UTC.
* I’ve tried the “Display events in calendar time zone” check box in the settings — both ways.
* I can only get the web display to be correct if I show Los Angeles as the time zone in settings (the same time zone that the server is).With all that in mind, I want the following:
* events to be specified in the CalDav source (iCloud in my example) as “Floating” time zone.
* events to display properly, regardless of the user’s time zone, on the WordPress site using ai1ec
* users be able to see the subscribed calendar in floating, or the time zone of the eventHow do I do this?
