Time Display Converts Incorrectly

When I enter a time as 10:00:00 it displays in the bubble as 4 am.
I changed the time i entered and found that sometimes the bubble display changes, but is still incorrect. For some other changes it didn’t appear to change.

Any suggestions as to the source of the problem?
