Tickets Not Auto Signing To Everyone

Tickets are not auto signing to everyone, just random administrators. (One ticket went to me, one ticket went to admin 2, one ticket went to admin 3.) We want all tickets opened to be available to all three admins. I believe I set things right, but it is not working. Can you please assist?
