Ticketlist is empty, even for logged in employees

I went through all the settings multiple times, but I can’t figure it out….
When anybody (visitor, supervisor or admin) goed to the ticket-page, the ticketlist shows only the searchbar, nothing more.
When I click in the search bar, press [SPACE] en then [BACKSPACE], it suddenly shows a ticketlist with items in it.Why isn’t my ticketlist showing normally?
When a logged in visitor goes to the ticketlist, they should see their tickets straight away, without having to do anything. The admins/supervisors should instantely see all tickets in the system, without having to do anything/
