Thumbnails Not Showing In Media Library

I started to have this problem about a month ago. Whenever I upload new images into the media library and insert into a post, it does not show up in the media library/post. It’s just a blank but I can see the file details.

I have tried:

1. Disabling all plugins.
2. Deleted all themes.
3. Switched to default theme Twenty Sixteen variety

After all these troubleshooting steps i still cannot insert new images into my posts.

I am a novice wordpress administrator so need step by step help with this.
