“This site is under development” – Now what?

I just installed WordPress onto my StartLogic web server. I am in the dashboard and can do whatever I want to do in there so it appears to be running fine, but I get a page with

This site is under development
This is a default template, indicating that the webmaster has not yet uploaded a Web site to the server.

For information on how to build or upload a site, please visit your web hosting company’s site.

I am guessing the reason is because the website is at this address: https://theracingdigest.startlogic.com/ and the WordPress content isn’t in the same directory. So I guess I need to know how to make the default page (https://theracingdigest.startlogic.com/) to be the main page of the of the blog.
