After installation all you need to do is to set the fallback time zone under Settings->Use Client’s Timezone. (The time zone to use if the script fails to get the client’s time zone.)

You can test that it is then working by changing the time zone of your computer to that of some region which is in a different day — e.g., if you live in the U.S. set your computer’s time zone to an Australian one.

You can manually change the date and time for a post by editing the “Published on:” date in the “Publish” box at the upper right part of the editing page.

The intent of the “Use Client’s Time Zone” plugin is to take actions on the day of the client, when those actions are set to occur on certain days.
