These two plugins are made by Brevo, although they contain different features.
The Newsletter, SMTP, Email marketing and Subscribe forms by Brevo (formely Sendinblue) plugin helps to create a form in order to collect emails addresses of subscribers.

The Brevo for Woocommerce plugin is more related to ecommerce features. For example, you might be able to send some order confirmation emails or even order confirmation SMS.
