    I have actually deleted this plugin 4X and it keeps on appearing back as one of my plugin that needs to be updated. The point is that I don’t want this plugin and I want it gone.

    then it must be installed by your hosting provider , please contact your provider and kindly ask them to flag off your domain on mass cache manager
