This plugin has modified something causing issues

I installed this at first cause it was what i needed and it worked as i needed it.. then I needed to remove it.. and i turned the settings off and then deactivated the plugin.. and it was still going … i removed the plugin.. it KEPT going… I went as far as to deleted the database AND install a fresh wordpress… IT’s STILL CAUSING PROBLEMS >.< I Can’t find what it’s done, i’ve looked through htaccess files and every place i can think of but it’s still redirecting. even if the website directory has a simple html page in it… if someone knows why.. please help me :/
