I don't know what I need forum or blog

You’d need to provide more information, because this depends on many factors.

For example, do you want to use the website to manage memberships, or just be a repository for files?

If the former, there are various membership plugins available.

If the latter, you could simply make your pages “private” and tell your members the password.

A forum is usually for users to talk to one other – is that what you want?

In my personal opinion:

Blogs are easier to set up and manage over time, but they can become tricky to control if you have numerous posts and pages that are not properly organized or set up.

Forums are tricky to set up at first but you can at least have a lively user population on your site contributing numerous ideas on different threads.

If you want, you can incorporate both into your idea and have a forum with a blog post only for members or an open blog post and a forum only for members.
