I believe it has to do with Google reCaptcha. I’ve tested this with reCaptcha v3 and disabling the reCaptcha allows forms to work again.
Updating to Contact Form v5.4 causes the error to happen and forms to not submit.
Google reCaptcha v3 works fine in Contact Form 7 v5.3.Rolled back to older versions of Contact Form 7 and the issue still persists.Not sure if Google has changed something but the reCaptcha console had a mention of verifying submit tokens (https://developers.google.com/recaptcha/docs/verify).
