There is a way to create a user’s blacklist?

There is a way to create a list of emails of users that we don’t want to give them access to the site? Actually the inverse function of “Filters by e-mails addresses”.

Because “Filters by e-mails addresses” is for give access only to that list. I need something to “block” a list of users.

I’m implementing right now just Google login.

Maybe a setting or a hook?
