Themes/plug-ins to section and organize homepage content

You could just create the home Page with the HTML you want.
You can use the new editor that will be released soon in WordPress 5.0. It is available now as a plugin called Gutenberg.

I’d probably do this using Advanced Custom Fields to capture the necessary data and then make a custom front-page.php template file in a child theme of a theme that’s otherwise pretty close to the look and feel that I want. (In fact, I just did this!)
