It’s deliberate, the handbook is not 100% finished yet.

No, I’m not directly involved in the project, but I hear that it will launch officially “soon.” ??

Sadly it was quite a few years and I believe many people would benefit from seeing that material, even if it is not fully complete.

It hasn’t been “quite a few years,” work on the developer documentation started last year and is being done entirely by volunteers.
