[Theme: Weaver] How to make top level menu not active

I am trying to use a drop down menu on my blog. I want to disable the top level menu so that only the drop down menu is active. I looked on the forum and it states that you include a “#” in the link so that the top level menu is not active, it acts simply as a title for the drop down menu. However, I can’t find anywhere to include the “#” in version 2.2.6.
Any help is appreciated.
