[Theme: Twenty Eleven] How do I configure comment form prompt – pictures included

I have searched for the answer to this question both on this forum and elsewhere on the Internet. Unfortuatnly, I cannot find how to properly configure my comment form prompts to include both English and Chinese.
My inlaws speak absolutely no English, so having Chinese and English instructions are necesscary (I can take care of the Chinese part, I simply don’t know which file/where I should make the adjustments). I’ve taken the liberty of creating a few image files so that all of you can get a better idea of what I’m wanting to do.
