    I just found it. It comes stock under the WordPress Menu function.
    Under Appearance –> Menus.

    The trick is the following. In the upper-right-hand side of the screen, just to the left of the “Help” tab, there is a “Screen Options” tab. It is a drop down menu. Click to drop the menu down.

    Under “Show advanced menu properties”, select “Link Target”. Collapse the “Screen Options” tab.

    Open/drop down any of your links and you will now see a check box to open into a new target window.

    BAM!

    actually i’ve figured it out !

    go into the “menu” section and add a custom link (with the url you want it to link to) to your menu and it links to an external link in a new window!
