    This is plugin territory. From a purist’s point of view the current behaviour is correct – your parent blog has comments switched off, hence the message. But you want to change the behaviour to show enabled comments (or a different message) even though comments are off. That is for a plugin to do.

    Can you please identify or suggest which can be useful. As I have tried to look for plugins but couldn’t find one for the purpose. At least show the number of comments and click enabled to post one.

    I got this from some help in forum. I believe, this referes to changes in functions.php (which is part of your theme). Have a look and suggest in layman terms how I can proceed.

    Well, changes to functions.php don’t necessarily mean that this is a theme change. You could have this in a plugin and still get the same result. The theme vs. plugin question is best answered by asking yourself, “Do I need this only for Suffusion or do I need this for any theme that I will use on my site?” If your answer is the latter, you must consider using a plugin.

    If you are asking how to edit functions.php, I would recommend getting the child theme starter pack. The functions.php in the child theme has instructions on how to add filters and make it work. I don’t know if the code you are referencing in the other thread will work though: that isn’t my area of expertise.
