Theme rejected by review team for social links?

i am developing a theme where users input social links (twitter, facebook etc) in optional panel, and social icons are displayed in footer menu.

Theme got rejected because social link sharing belong to plugin territory. I understand the standards but please explain, this means i have to develop this part as a plugin, to get the theme accepted?
