Theme problem, I think? Sudden appearance change on every page.

Hello all,

I am working on a new site and all of a sudden, the site became extremely slow and the appearance changed. The admin. toolbar is gone from the top and all of the admin menu options are on the left side. The page content all got moved up and everything is out of order. I attempted to change the theme with no relief. Everything is still the same.

iTheme Security keeps blocking me out, indicating five login attempts when I navigate to the homepage just one time. It seems that something keeps reloading on the page and I am getting immediately locked out. I have deleted those tables for the logins and deactivated iTheme Security. What the heck happened? I attempted to load an earlier back-up of the entire site, however it remains the same. All themes give me the same issue with the menu.

As an update: I have deactivated every plugin with no relief.
