Theme & plugins for separate section menus

I’ve searched WP and found several fragments of answers, but am looking for big-picture help here.

I have an old website I set up 20 yrs ago and that I’d like to update and move to WordPress as a responsive static site. There is a home page, then 3 sections each with their own landing page and side menus. The top horizontal menu could be visible throughout, but the content menu of each section should only be visible within the section. I need to include a gallery page for the third section, if possible.

At the moment I’m exploring with zeeMinty theme which seems to have potential, and am also familiar with Evolve, but am open to ideas. I’ve learned that some plugins will work with some themes but not others, at least for the free ones. And some have better support than others. (I anticipate using the plugins Contact Forms 7 with PayPal Extension and possibly Forms Connector also)

So – what are 2 or 3 themes (if different) that would support this structure, with which plugins? I have some experience with html and css, but am not a developer. Or should I post this in the Themes thread? Or is it really just a matter of the right plugins?
