Theme options not displayed after installing a free wordpress theme,

    Hello guys,
    I was watching a tutorial of how to upload and activate a downloaded theme,
    Noticed that upon the activation, theme name will appear right above the appearance, with slide bar titled [Theme Options], but this didn’t appear in my dashboard,
    I tried to check the installed plugins,
    seen the following plugins installed:
    Coming soon and Maintenance mode WpDevArt
    Theme Check
    WP 1 Slider
    WP File Manager

    could you please help me in this?
