please am getting these error messages when i want to upload a theme and also plugin

instead of increasing size in php.ini, you can manually upload your themes & plugins via FTP using softwares such as FileZilla.

Place your theme files in wp-content/themes folder and plugins into wp-content/plugins.

Once you done that, you can enable from your admin panel
