Theme for quote purchase & sign up

Hi,

I’m trying to find a theme that looks similar to this website https://www.icointainers.com. I know that for the quotes I need to upload a plugin like gravity forms, but I’m most wondering if this site is considered an ecommerce site or just a regular theme with sign up ability? What kind of dashboard for the user would a theme require?
