Theme customiser does not work on any theme nor with a new install

Hi

I have installed a fresh WordPress and the theme customiser is stuck on “Customise:Loading”. There are no active plugins. Its on the 2016 theme.

This is plaguing me and would really like to get it working… any ideas?
