Theme Check Problem

Theme Check Plugin says:
REQUIRED: The <title> tags can only contain a call to wp_title(). Use the wp_title filter to modify the output

Does it related only to title tag in my header.php or titles everywhere on my site? I am creating mny own theme for the first time, I resolved all other issues, but can’t resolved this one.

I would appreciate any kind of guideness…Thanks in advance!
