The uploaded file could not be moved to

Hello to everybody,

Some weeks ago I changed my blog address, from https://www.tokyographics.com/blog to https://www.tokyographics.com
After I made that change (was 2 weeks ago), everything worked fine, but in the last week unexpectedly I had this error message when I tried to upload a file thought admin panel.
I already read the issue about this trouble, I already made from deleting the entire uploads folder and uploading again that folder to my blog but still I coudnt find the way how to fix it.
There will be something in my PHP Database to change?
I am not understand about programming but any help will great appreciated.
