the top bar appear in footer left bottom … and vertically

in admin area no such neither when loggged out…

That sounds like an issue in your custom theme. You first need to ensure that the very last line before </body> is <?php wp_footer();?>.

When logged in and am in web user visitor view this bar should appear on top, like admin wp? I will have a look soon but what file to look?
