The settings of the Spectra plugin are not loaded in the admin console

I am not able to replicate the issue on my installation. Can you please check by adjusting the PHP configuration of your site according to this guide: https://wpastra.com/docs/modify-your-php-configuration/ and also check by turning off all the plugins.
