The Sections under theme panel wont open

For example under theme-panel-layout there are tabs for general/footer/social but it opens up on footer and wont switch to general. I manually put in the hashtag but even though it says https://69.195.124.213/~jessewhe/electroniccurrent/wp-admin/admin.php?page=st-layout-settings#social
it still only shows footer
