The plugin strings are in the language of the site and not that of the admin

Hello.
Plugin strings are displayed based on the site language and not the administrator language.
The following line needs to be changed:
as indicated at this link and therefore:
$locale?=?apply_filters(‘plugin_locale’,?determine_locale(),?$domain);
I tried with English, Dutch, Spanish and Italian languages, with different administrator language / site language combinations.
