The other way around: Question –> Offer for Answer

Hi there. I was wondering if you could help me out here with something special:

I want users to ask questions and specific user-roles (call them “LA”) will be able to offer their services –> make an offer for a price and then the user can decide to use this “LA” for an answer. The payment will be via my plattform and the user will have to pay before the answer. Then the user “LA” will see a completed payment and will reply.

Are those functions within your plugin? This would be amazing.
