The editor is not having text and visual choises

    I have a local instalation with a clean win10. A Clean Wamp of latest 3.0.8 and the latest wordpress 4.8. I use the latest IE11. I havn’t change the standard theme twentyseventeen. No plugins no installations problems still I cant have the editor the right way. I am really tired of this. I have read all tips on the matter but It has not help me.
    Can somebody help me According to me it must be WordPress program with a bug….
