The Edit Comment Function Says its 'Loading' but Nothing Happens.

When a user clicks on ‘edit’ the pop up box opens, but all of the fields are empty and it’s says ‘Loading …’ but nothing happens.
I have gone through each plugin and there does not appear to be any clashes.
