The default Import tool vs the default Importer plugin

  • Sorry for such a newbie question.

    When I install a new WordPress instance, there is an Import tool under Tools. But in plugins there is also a default WordPress Importer v0.6.

    Are they different? Or is the reason I see the Import tool because the plugin is there.
