The country code is not working!

I’m doing this as an review because the Support Threads are not being responded to. In the country code settings, I set the country to Brazil, but the messages are being sent to +1 instead of +55. In the log, the message type appears as “Customer (En)” even though the user has no country selected in their account or even with the correct country set. In any case, it should not be sending messages to +1 if I set +55 as the default.
