    This is most likely because you need to have the unfiltered_html capability to post arbitrary code, and in Multisite, only a Super Admin has that capability. On a regular site, you could give that capability to any role, but WordPress does not allow that in Multisite.

    There is an Unfiltered MU plugin that says it can give the capability to Administrators and Editors, but it hasn’t been updated in a long time. It is also a potentially risky thing to do because it could allow other admins/editors to post dangerous code.
