The bottom half of the toolbar disappeared

    I use the Sparkling theme, and a few weeks ago the bottom half of the toolbar seemingly disappeared – where you could alter font sizes and colors, etc. Obviously this is a big issue for creating new content. Is there a way to restore it, or did the theme take it away?
