Text Editor missing rows

I just did an install on a local server. Everything is working fine except the text editor widget. It is missing the last two lines that things like bolding, import as text, etc. Any help appreciated.

Click on the icon on the right of the toolbar to open the 2nd row. (Yeah, you did this once, so long ago that you forgot it even existed. ?? )
