Text Area – Height/Rows

I’ve set a text area field height to 2 rows (have also tested with other values), and whilst I can see this number when inspecting the form:
rows=”x”

The height of the text area doesn’t seem to vary. I am limiting the number of characters that can be entered so don’t need it to be so tall, and I’m not sure why setting the row value isn’t actually making a difference.
