Test email does not work

in my website this plugin does not work
when I send a test email the debug info saysSMTP ERROR: Failed to connect to server: Connection timed out (110)SMTP connect() failed. https://github.com/PHPMailer/PHPMailer/wiki/Troubleshooting
How can I fix it?
